you already move pretty fast due to your 'e' and I run move speed qunits. I also take the 2 masteries for extra move speed.
That's another way of doing it if you're willing to give up the mana regen from masteries and Apen from the quints, but I find that Merc Treads don't work as well for my style of play as Boots of Swiftness do. It comes down to personal preference, but I find that the way described in my guide works best for me.
Sorry for not explaining it very well in the guide, but I don't get the Boots of Swiftness for the passive, I get it for the movespeed. In the "Noobtrap of Building Pure Speed" section I elaborate a little more. However, the added AD is a nice early game boost, even if it's just a little bit.
You only get an extra 2 attack damage early game though, I really don't think it's worth it. It's also not really worth it for the movespeed, you already move pretty fast due to your 'e' and I run move speed qunits. I also take the 2 masteries for extra move speed. You might want to look into getting Swiftness instead of Meditation but that's your choice.

Always get Merc Treads. It gives you and extra 25 Mr and an invaluable 35 Tenacity. Getting Boots of Swiftness because of your passive is pointless as it only gives you an extra 5 attack damage.
