It seems that way, yes, but honestly, this whole 'changing' ultimates thing is starting to get old. The character in general seems meh, not like ...see, unlike a champion such as Orianna (although some would argue that Lulu's pix idea may have been extracted from the roots of Orianna's ball).
I would like to see completely new mechanics, that live up to its name of being completely and entirely new. I know it would be hard - a challenge, but these people get paid to create something that would put interest within the player, boost the sales and such. I've even thought up the fact that maybe they make such repetitive champions / skills are because they are literally required or in other words, a must have for the meta but the thought still stays.

That I cannot argue with, but put that in hand, I would say that Jayce would be much more popular if he was a she with big tits and down to almost no clothing; if Riot had wanted to milk the champion for what it's worth.
