Since I can generally deal with my enemies well (it's pretty rare when I get stomped on)
I buy one or two as first item after the intial one (one for AP mid and 2 for top's if applicable, some exceptions like Riven who can't really use anything else other than Heart of Gold).
the item sits there for 20-25 mins before I either convert it into something or outright sell it, so it's a bonus, unless I really need the sheer boost of stats to overcome my lane enemy, then I skip it.
Also learned that these items are useless in Twisted Treeline the hard way.

You mean the guy from TSM who did it in the last couple of days?
He had a negative K/D/A ratio (his lane opponent was positive) and was behind about 40 CS from what I can remember.
Fairly sure a Philo stone is kinda wasteful on TF, he doesn't need any mana regen with Blue Card :/

often you will be able to stick out your lane and farm well. Just gotta play def!
With those items you will soon be able to clear wraiths/wolves in no time and get your farm up to insanitiy.
Even without any ap items your ganks will be potent enaugh to get kills.

I think GP 10 items are more of situational. If the carry will expect that he'll be doing more roaming than farming, he may probably choose to buy GP 10 in order to cover the farming.
