I'd go for Wukong, unless I was a real
good Shaco, or going AP Shaco ^^. Shaco
isn't as durable as Wukong, so Wukong might be
your best bet. It would help if you knew who
you're going up against ^^. Which one is easier
to use is a subjective matter. Personally I wouldn't
play any of those two in a 1v1 ^^.

I think you're asking who is better at 1 v 1 engagements overall. If that is the case, I'm pretty sure Wu-Kong takes the cake. With his armor shred and TONS OF DAMAGE he'll generally outdo a Shaco (who, when reasonably build, will be much squishier than Wu-Kong built reasonably).
There are some instances where Shaco might be better 1v1'ing a certain champion, but I'm pretty sure Wu-Kong wins out a vast majority of the time.
As for which one is easier to use? It's a toss up. Both of them have fairly tricky kits that take a while to be able to put into action effectively. Wu-Kong will be tankier, so I imagine you will not die as much during this testing phase with him instead of Shaco.
The big differences?
Shaco is more designed to come in and suprise the target. He can't lane very well anymore, so more often than not you'll see him in the jungle.
I'd say the biggest overall difference, 99% of the time, is Shaco's Invisibility is usually used Offensively, and Wu-Kong's Clone/invis is usually used defensively.
This makes for a LOT of play decisions, and lends to why each character is played as it is. Shaco, with such an offensive boost on his invis, likes to gank. He likes to put the shiv right in the booty and laugh as they stumble over a few Jack in the Boxes. Wukong, he likes to top-lane. Where his E and Q can get some awesome poke and harass in, and the W keeps them from being able to make it an even trade.
Wukong also has a pretty awesome AoE CC ult... which I think makes him a slighly larger player in Teamfights than Shaco (with an AoE Damage Clone).

Shaco, quite hard to play, quite squishy.
Wukong quite simple to play, moderatly tanky. Wukong is a strong 1v1 in a straight up fight. Shaco can decimate his opponenet if they don't see him coming. All depends on your play style. If you like being a sneaky annoying mofo then go for shaco.

If they know you are coming, Wukong is the better option. If they have no idea, Shaco should be two-hitting them anyway.

However, in a 1v1, it's still about killing
the enemy Nexus. So even though I agree with the
above posts, if Wukong dies, then Shaco has a way easier
time, do to his ult, to kill towers. So he might just
