Interesting and looks fun for spammers, but some of his skills are pretty OP.
For Vile Atrophy, The buff duration is good enough, but the armor, magic resist debuff and trail duration should be lowered a bit.
His ult looks quite similar to
Trundle's ult, but the slow and attack speed reduction is too darn high.
I suggest lowering the the scaling but keep the starting percentage at 70%

Looks OP. 100% movement speed debuffs aren't fun.
An ability which alone, damages, silences, and
applies high percentage magic resist and armor debuffs,
as well as empowering the caster based on the resistances
lost, while the ability itself scales with AD, must be
considered OP.

Innate: The Pestilence - Attacking Virus reduces attack speed by 20%. Debuff lasts 3 seconds. Doesn't stack, just refreshes.
Q: Sadistic Strike: Virus envenoms his next attack. His next auto-attack will deal bonus 20/50/80/110/140 (+0.8 per attack damage). It will also deal + 35% more damage to a target that is under the affect of crowd control (CC).
Mana Cost: 50
Cooldown: 10/9/8/7/6
Notes: This skill is pretty much like all the other reset-auto-attack skills (e.g. Crushing Blow, Siphoning Strike). This skill will only deal the bonus 35% damage if the target is CC'ed by Virus ONLY. Other CC's by other champions won't trigger the bonus damage.
W: Vile Atrophy: Virus decays a target's body, dealing 70/110/150/190/230 (+1 per bonus attack damage) physical damage, silences for 1/1.3/1.6/1.9/2.1 seconds, and reduces armor and magic resist by 20/30/40/50/60%. The afflicted target leaves a trail behind him. When Virus steps on the trail, he gains damage, armor, and magic resist resist equal to the amount to target lost. Debuff and trail on the target lasts 8 seconds. Buff to Virus lasts 8 seconds.

E: Toxic Outburst: Virus releases ghastly poisons from inside of him to damage foes in a small AOE around him. Deals damage and applies a stacking movement speed slow. Maximum of 5 stacks. Deals 50/80/110/140/170 (+0.85 per bonus attack damage). Slows by 3/6/9/12/15% per stack, up to a maximum of 15/30/45/60/75%

Cooldown: 2.5
R: Contagion - Virus greatly infects a single enemy champion, dealing minimal damage, but greatly reduces it’s effectiveness. Deals 100/200/300 (+0.5 AP), slows movement speed and and attack speed by 70/80/90% on a span of 6 seconds. The slow will also apply to nearby champions (like Ashe’s Enchanted Crystal Arrow), but will not receive damage and only apply half the slow and duration.

Cooldown: 60/55/50
