Voli may is one of the few champs, that surge fits as well as other spells.
Sometimes is really fun to ignite the Cait that is dying while you exhaust the Nautilus attacking you from behind xD [just like the today's game. We won! :D]
I didn't used to have a favorite char. The only specification was: Tanky and damage [Ok, they're 2 :) ].
Then Volibear was released and i found your guide for Dominion. Now I have a favorite char and game mode! <3
I always start with Prospector's Blade and Boots, then Kindlegem.
Depending on the enemy team, i pick Chain Vest (AD) or complete the Spirit's Visage(Magic), then the boot that fits better: Berserker's or Ionian or Mercury's, in this order.
It works fine for me ^^

For an offensive alternative to Spirit Visage (considering the MR aspect) I'd suggest Wit's End. It has 50 MR full stacked, 40% AS to get that bite faster and extra magic damage. Since you lose the cooldown you might want to save the W active for a bit later to boost it's damage from the missing health of enemy champions. The unique passive from Spirit Visage helps only Volibears passive early on, since he won't have that much health regen either and lifesteal from the Prospector's Blade is quite miniscule.
Force of Nature is nice as well, it has great synergy with the stats Volibear benefits from (HP regen/max health, more MR, movespeed). Good for defender Volibears.
I'd get Sunfire Cape instead of Thornmail as a situational item (or at least have it as an option) since it has health, armor and a burning passive. Thornmail only hurts the pesky 500 AD autoattackers but Sunfire Cape is more defensive against casters as well. After all, you want to get up close to stack up your W, SC gives it extra damage and hurts everyone around you while you're at it. Sunfire Cape might even (occasionally) replace Atma's Impaler, if the enemy team has armor for some reason.
Anyways, I like this build and I think it's a good starting point for Volibears in dominion. You might not be updating this guide much, but I still gave a few thoughts. Hope I helped.
