Smurfing isn't against the Code, AFAIK, so if that's the only reason they're being reported, just pardon.

There's nothing wrong with smurfing as long as you just keep quiet and play, the issue comes if the smurf is being an ***. Though in your case it's pardon, as the smurf did nothing against the rules.

I agree. Even in low lvl matches it's relatively normal that there's a really good player now and again. Sucks if they're on the enemy team, but it can be fun too to try and go get them. Often you try learning a bit from those players by fighting with/against them.
But when smurfs start acting like sob's, they really hurt the community. Newer players will have less fun, might consider quitting or might think flaming lesser players is the way to go (the really strong player does it and look how awesome he is with his high kill count). Scum who do that deserve a temp IP ban imo so they can't play with either smurf or main for a while. Gives them time to rethink their ways.
