Pretty much this, and as koksei pointed out there's already a ton of threads just like this.
No we are not going to put restrictions on who can / cannot vote. It would greatly reduce vote influx and lots of people sign up just to vote on a guide they do / don't like and these are legitimate and necessary votes.
