I wouldn't say so. He's a terrific duelist and can deal enormous amounts of damage (with or without) a 1300 gold investment. Sheen just amplifies his damage for much more than it's cost is worth.
I wasn't talking team comp. If your AD carry is behind but you're picking up a lot of kills and farm, you get ahead. You can choose to put that extra gold into a glacial shroud or something or you can put it into a sheen. You aren't getting any squishier than you would be normally, you're just using an advantage differently. I think there are some early game circumstances that call for damage over straight survivability, at least in skarner's case. I might consider a similar argument for Amumu prioritizing AP over tankiness in some situations and pure durability over offense in others.
I would get Sheen after Shurelya's, or perhaps immediately before. Also you're wrong, 15% CDR far from makes up from the lack of AP and procs. You won't come close to the DPS you get from sheen with that little bit of CDR.

If he needed those things, it wouldn't be situational would it? I would consider buying a Sheen if at any point I am required to use my advantage to become a damage threat. This can happen whether you think Skarner as a champion is supposed to be a damage dealer or not.

Skarner needs his other items to be successful , he can build straight up tanky and still do tons of damage with his q . Amumu does no damg , which is why he builds some offensive items .

And if u aren't doing insane damg as skarner u are playing him wrong . He is able to gank lanes and do around 50% of the damg for a kill , because if you click and run properly you do just insane damg . That passive is way too strong while microing ur autoattacks .

I maintain the belief that Sheen is an incredible though situational item on Skarner. Trinity Force is more of a luxury.
Despite the fact that he's not a carry in any sense, Sheen adds a huge amount of damage to his combo for its price. Even tanks need to be able to deal damage, especially those without multiple hard CCs. I feel like this argument could be analogous to Amumu with Abyssal/Sunfire. He's not an AP carry, he's not supposed to be a main damage dealer, he can't build AP or he'll explode, but you can still slip some offense into his build if the situation warrants it.
and sorry for double post , buht frozen mallet on skarner is like a 800 elo build . Its rlly redundant , u have a permaslow anyways . Also , anything with hp that isn't a support item on skarner sucks .

Skarner is a SUPPORT - CONTROL JUNGLER. He DOESN'T FOCUS ON ANY OFFENSE.
You build him like your other support junglers with auras.
He's not a "hybrid jungler" he's not an "ad jungler" he's a freaking support-control jungler.
He focuses on jungle control, utility for the team, tanking, and changing fights with hooks.
There's no reason at all to build him any AD because that's just stupid. You'll get blown up in teamfights.
