Hardly he has slow attack speed so unless you build a PD and built him like adc you wont find it useful there are better ad items for him.
You your other guy you said could have 6 BTs? His name is Talon, and he doesn't have good AS either.
Doesn't matter if you don't have good AS, if you get 2 attacks + 3 Q's then you already deal like 2000+ damage.

Say on 2000 HP ADC
E > W > AA + passive = 1750
Q = 1200 + 200
E > W > AA + passive > Q = 3150.
