It's a good start. I would like to recommend to you to drop Nashor's Tooth, because it is a really expensive item that doesn't do much for teemo, unless you are AP. Instead get Madred's Bloodrazor first and a Hextech Gunblade second. Roughly the same amount of gold and a lot more power.(top lane) If you run teemo bot ten a wit's end first and saving madred's for a mid-game item is best. Also I would reccomend 25-5-0 Masteries, finishing the offensive tree gives you significantly more damage. Try this in game, see if you like it.

I still need the proof part I just need sometime to compile evidence. I've done this build multiple times and I can't say that it works because not every game is the same. Thank you for your comment I will do what I can to improve the guide.

I don't like your build. I think wasting 6535 gold on nashor's and bloodrazor is a huge mistake. Teemo is a great ad bruiser, or a mediocre ap champion. In your build, you build him neither. I also don't like your runes or masteries. If you want ap, build ap. If you want ad, build ad. If you try to do both, you'll end up doing neither very well.
