Now that I have the time, I will completely Revamp This guide as I totally agree with thataznkid. I feel like page was boring to read but informative and gave players an odd option to go as when playing the ADC. But if the passage is boring no one will read it. For you guys that did and commented, thanks a lot I appreciate it.

As Juicetin said: Interesting guide,but the point as a ADC is not to be tanky, but put out lots of damage fast. Nice guide over all!

@Juicetin, I knew credibility would be a problem so I mentioned my tournaments and that's about as much lvl 30 play I get. I only verse my friends who are 30 and I can't lie, the difference between T1 Runes and T3 is immense and I find myself snowballed too often, but this build makes the difference. The early game is so strong that the difference is made up.

IE is the heaviest Attack damage output increaser in the game. Core currently on every carry along with Phantom dancer. It may be replaced EARLY game with BT if winning or needing for trades. Add it to your guide.

Also the black clever rework after the patch(it was leaked by riot) is ment for AD CASTERS. Last whisper will give you higher single target dmg.

stinger is very un-costeffective. phantom dancer gives a lot more dmg. it cost more but the problem is that stinger is not worth cover a whole item slot when you only got 6.You don't need CDR either, you kill with your auto-attacks late game, not spells(most the times :P)

Your guide is kind of bland I suggest adding some pictures, colors, and cut it down to the important things. Simple and to the point. Also, if i may suggest, Miss Fortune does not need to be tanky as she is the ADC. Your priority as ADC is to dish out as much damage as possible and that wont be possible if you waste money building tanky.
I suggest abandoning:

Frozen Mallet
Black Cleaver
Stinger

and add in:

Infinity Edge
Last Whisper


as these items will give you the highest damage output late game. Keep up the good work though!

Interesting guide, but I think you need some more experience AKA lvl 30 play, to make this guide more applicable to competitive players which it appears that you're trying to target by mentioning that this guide is "Season 3 Ready!"
