Nasus top is better than Nasus Support
Very true, much like how AP Kennen is better than AD Kennen but the point isn't 'Where is Nasus best?' but more rather 'What does he bring to the team as a 0 farm support?' I'm certain nearly 90% of champions are better with farm than without.

-provide shields/buffs/heals:You don't really have this. You could argue that Spirit Fire gives armor pen, but it's a stretch.
-be able to prevent ganks early game and peel for carries late game:This is what you excel at with wither, as I'm sure you already know.
-be able to harass/zone the enemy laners in lane: This is what your build lacks, and unfortunately this is one of the most important criteria for supports nowadays.
-have disruption abilities for teamfights: Wither is amazing disruption for the enemy's adcs and possibly bruisers. But....its single-target, and you don't have any disruption past that.
So all in all you have roughly half of the points covered for being a support, which means it can work, just most likely not optimally.
One way that you could fix this would be to put more emphasize on Spirit Fire rather than leveling up siphoning strike, which is essentially useless on support Nasus. This gives you some harass and presence in lane at least, which you really need to be a useable support. Wither, although ridiculously powerful late-game, hardly hinders the enemy's damage early game, as most carries besides like.....Draven rely on skills for damage in lane. With your current build, it's kind of a high risk low reward gambit for late game, since you will be nearly useless in lane. This does mean that you will probably have to fit more mana regen in your runes or build, but that's just when of the necessary evils when playing Nasus; he suffers a lot from mana cost creep and a philo won't cut it if you actually want to use his skills.
@everyone who says that you can't farm Q: That's the point of support, you're not supposed to do tons of damage. Nasus is farm dependent in top lane, that does not make him a farm dependent champion if you decide to play him somewhere else. The three other skills are still use to their full potential, since they don't scale anyway. See: Support Morg, Zyra, Fiddle
Support veigar is not a good counterpoint because Veigar actually scales, is flimsy early game, and his Event Horizon is equaled by other AoE stuns like Sona Ult, making him average or below in all areas. Meanwhile, Nasus' Wither fills a rare niche that no other support can.
+1 overall, I can see what you're going with this, and it seems close to a build that I would use if I were to support Nasus. Good job.

Why no Spirit Fire until 8?
Mostly because in my experience your ally will abuse Wither as a Window of opportunity to deal damage and get out before it wears off. There's no real hard engages to abuse it. However, if your AD carry is going all in during every engage, then by all means take it ealier.
Never tried it in a serious SR map, but he seems like he could shut down the lane phase bot. Late game, not sure how it'd shake out. I don't think it's an unreasonable idea though.
