Viktor is one of the strongest mages in the game, if you max and build him correctly (which is difficult)
Point 1: Max his Q first. Higher base, you can't miss, low cooldown, and a low mana cost.
Point 2: My 20:00 minute build consists of: (in this order), boots, kage's, doran's, sorc. boots, doran's, Augment: Death, Deathfire Grasp, DeathCap. I've scored back-to-back Flawless Legendary Games (12/0/9, and 9/0/4) with this build, and highly recommend it.
There is no need for Riot to rework him, as he has the potential to become a Perma-Ban.
But he requires skill. Tons of Skill.

Get the speed augment and max Q first, you're now not useless.
speed augment is the worst of all three. Falls off like hell.
