Hec's early clearing issues are only going to be worse in the new jungle, but Hec is also one of the relatively few junglers who could become late game beasts with the gold available in the S3 jungle. A red mentioned something about possibly looking at his early clearing, but there's no guarantee that anything will be done about it.
I don't know if any of those items will really help out Hecarim, though. He's already decently scary with Trinity and a GA. The new TBC will work nicely with his Q, at least, although I'm not at all sure that he'll be able to afford building it instead of something tanky.

i remember seeing that red post, where they would look at hecs early mana costs if they have to.
and as for nicknamemy and what stonewall said, i wouldn't confirm anything till the new jungle and items are actually out.

the reduced damage on minions on his Q and the reduced healing on minions on his W along with the high mana costs make his early jungling really hard, if they changed those then he would be a lot better in the new jungle
and OTG imo hecs Q is too spammable to have higher damage, 2 second CD at rank 5 with full stacks
also Nicknamemy, just because Stonewall can play in the new jungle doesnt mean he knows everything about it
