i'm assuming its static damage, of course though the more mana you have the more it'll drain, but the more it'll buff your damage.

Unique Toggle: Your basic attacks and single target spells drain an additional X% of your current mana and deal twice that amount in bonus magic damage over 2 seconds.
even more niche than before but it'll be great on manatanks.
