Gotta say I'm kinda stuck between Lulu and Amumu. I've been crushed my Amumu ults so many times. I'm tempted to say Amumu due to its damage and AoE CC, coupled with a short cooldown.
Though I could say even more for Lulu's ult, which knocks the whole team up, provides the tank with even more health, makes him a bigger target, and has a shorter CD.
Now that I think about it, I'd definitely say Lulu is the best initiator when coupled with a good tank.
