Vladimir - MPen vs CDR Boots

Namely, the extra magic pen is tremendously helpful, and magic pen isn't very abundant among in-game items. Secondly, with blue buff and cooldown per level runes, you shouldn't have problems spamming Transfusion and Tides of Blood. If you want extra cooldowns, I recommend a Spirit Visage, since it synergizes very well with Vlad's abilities.[/quote]
