I think, by putting her that low, that he means: shouldn't be played. Just because everything else is so much better.

Sejuani > Shyvana?Sejuani cannot pull any people off of your carries. She is vulnerable to counterjungling. She cannot pursue many champions, and her ult used defensively is pretty 'meh'. She deals rather pathetic amounts of damage, unlike shyvana.
Yet she is placed nearly one whole tier above
