Shall we calculate what will happen?
The cooldown for
Flash = 300 seconds
The total percentage reducement of the Summoner spell = 10% + 20% =30%
The amount of pure CDR = 15 seconds
So let us reduce the amount of CD with this calculation:
The amount of percentage that will remain of
Flash = 100% - 30% = 70% = 70/100 = 0,70
The remaining CD of the percentaged
Flash = 300 * 0,70 = 210 seconds
So to finish it off, we will add the pure CDR aswell: 210 - 15 = 195 seconds of CD
What does that mean for
Flash?
You can use it almost teamfight.
Is that bad?
No :P
Why not?
Well, squishies can still be silenced, or CC'd, making it impossible for them to
Flash.
Also, to get 195 seconds of CD, it will require you to get not a low amount of points in utility + to get the boots upgrade that grant you even more CDR. Though the mastery thingy is very possible indeed, though I find it weird if someone takes enchantment:distortion while having no
Teleport or
Ghost as a second summoner spell.
This is just my view on it, I think it is awesome if damaging champions have to buy less defense, because defense is boring :D

being the ignorant *** that i am, i over looked the distortion which is and extra 25 % now this is getting crazy why wouldn't you want flash on such low cooldown it now lowers to over half its CD which is INSANE escape and utility you get double the flashes than a normal person in the game which can save you twice as much and get you double kills (theoretically)this is invaluable and seems like a must have for anyone.
It's a nice idea, but you are sacrificing alot of stuff just to bring flash CD down. Flash itself is more of an either "oh **** im being ambushed" spell or a "surprise initiation" spell. It should not be required to use it in every teamfight. If you NEED it every team fight, you have probably got some issues on positioning to work on.

hmm seems i was wrong about the elise's miracle item as i was reading an older version where it reduced flash cd :((((
it although makes this first notion of mine even more viable as the distortion only costs 450 gold (if my sources are right) and you only need 7 points in utility for the rest which doesnt seem like alot to reduce the CD of flash by 3 mins

the first two you mentioned are often gotten. not sure about elisa's miracle though.

Lol this is just sad some of you plain just can't do math and others don't even know what CDR applies to flash pathetic let me clarify for all of you. First of all in masteries only one thing gives you CDR for summoner spells is the Mastermind mastery which is 10% CDR on summoners the other CDR masteries are for ABILITIES ONLY (or items with artificer). So lets look at this now if you get distortion boots with mastermind thats 35% right? NO. This is where some of you fail hard percentages are not additive in league the mastery applies first 10 percent of 300 is 30 so flash is brought down to 270 seconds. Then you have to take 25% of 270 which is 67.5 seconds. So with mastermind and distortion boots you can reduce flash to a 202.5 second cd. Merry Christmas

now this brings me back to a time where flash was a must have where it took you twice the length it does now and had a shorter cool-down. it seems to me that they are undoing some of the work they did. you can also achieve all these reductions without going too far into the utility tree and using up a item slot. i don't know if this has been covered before but i want to know what people think the item is fairly cheap (1100 gold) and goes away with all the effects as a passive after three levels. i see this being some what of a problem making some champs even slipperier. tops can become unkillable if the say grab these reductions and also a mercurial scimitar which is incredible for leaving fights. so have riot created a situation where we can build incredibly slippery champs without giving up damage or even resistances? and is it worth building into these sorts of things?
