People used to play AP Kog'Maw more, but then Riot increased how much the mana cost on his ultimate can ramp, and that made him too mana hungry to be all that great any more.
The primary reason that AD Kog'Maw is so much better is that he has great range and a free AS steroid. The scaling on
Bio-Arcane Barrage is actually pretty weak and shreds high HP targets regardless of whether or not you build AP. Plus, when Kog'Maw is built as an AP he really doesn't have that much burst potential compared to more standard mages, and his autoattack damage isn't that great either, even with W on.
Although Kog'Maw is currently a fairly weak AD carry, as well, due to his relative lack of mobility. The game is simply too mobile for him to be viable except in teams built around keeping him alive to abuse his W.

AP Kog'Maw is fine and completely different
AD Kog'Maw works because his Q gives him Attack Speed and Armor Pen
His W gives him incredibly high range which is very powerful on an AD Carry. The bonus damage is just on top
His E is just a slow that helps him to get away from Assassins/Tanky DPS. It's far from being enough so he will need a good tank/support that will help him stay safe.
His R scales with AD
His base attack speed is in the best of the game. In other words, if you buy 20% Attack speed on Kog'Maw, that 20% will give him more extra attack speed than 20% on most other champions. So yeah he scales really well with AD items in general.

most people don't max his Q second, it's usually R>W>E>Q because they build AS first and the E provides alot of utility.
It's also important to note that kog's ult does not reduce per champion. So let's say you hit 3 champions with a single ult, normally the damage would go down per champ hit, but this is not the case for his ult.
In any case, you can play AP or AD kog, I'd say both are viable but I haven't seen many AP kog's lately. A lot of people just do what the pro's do, so innovation is always nice to see.
