I'm having a hard time winning ANY ranked games because of the teammates that show up. I have come to be an extremely skilled Janna support, but with the teammates I am playing with, the enemies get fed. I shouldn't really have to tell you the rest of the story. How am I supposed to climb the Leagues when I'm stuck at the low levels?

Since you like playing support you could also find an ad carry to duo queue with. I would recommend playing other supports if possible that are more lane stompers such as taric, leona, or sona. When you win lane it's easier for you and your ad to snowball the game in your favor. Janna is good for countering a hard initiation comp or aoe comp but can't actually win lane most of the time against evenly skilled opponents. She is still one of the best lategame supports though.
2. Don't play support, play some carry or offtank that can actually make a change.
3. Always try to improve yourself, you can't improve your teammates anyways.
