Urgot is a great pick for top, and he can also go mid and bot. I do play him fairly frequently and I eventually plan to write a guide for him or something. S3 really buffed him a lot since he doesn't have manamune sitting around in his inventory any more, he can kite tons better with the boot upgrades, and tbc and frozen heart are better. Plus they buffed Banshee's which was a pretty good pickup on him. Top lane you should pick him versus someone who is melee. Darius, Cho, Irelia, Riven, Nasus, etc. Mid lane he also does well vs the melee picks as well as some mages like Syndra. In bot lane he can go vs every adc and do pretty well, but he really needs Leona, Taric, or Ali. Vayne vs Urgot is mainly a skill matchup too. He can snowball hard from it, but so can she. I'd say he's a pretty viable pick if you have a lot of damage, cause he kind of falls off a bit lategame in terms of damage, and he's so slow it can be hard to teamfight with him.

Urgot mid is my favorite position to play him. I've beaten up a ton of combos, some of which my team wanted to report me for at the champ select. Namely, Leblanc, Ryze, Lux, Kat, I believe one Brand. He out sustains once you have Tear of the Goddess, and with Flash and a good reaction time, he can completely avoid jungle, since he can safely stay in the center of the lane, with distance to see ganks on both sides.

Brand is way to squishy to do really well vs Urgot, one e + q + q + q combo will take him down to half hp or less and then easy kills.
He's a adc/bruiser shut down. He dominates making sure the enemy adc/bruiser can't do anything at all.
Just build him with a frozen heart, manamune, black cleaver, and than whatever is required for the setup.
And yes, he fits in the meta quite well imo. As long as they don't have a constant slow or cc lock you'll be fine.
