I doubt it's all the time like that, but if you have "hidden elo" at the stage of 1200 for example and you are sitting around 1400, you will earn the points slower until you get your games right without many losses. You may end up dropping down a rank and then continue earning points normally, because that's where you would really belong.

I suspect that you have played over 100 games in your division and have got Veteran badge.
If you get veteran, as far as i know, you start getting about 5 points per game. So I suggest you to either get to next division if you are near 100 (if you are at 70 or more) or you could just dorp division and get boosts again.
