Wow... OK, #1, Summoners Code states that its pick order > called lanes. Yes, it is considered polite to respect other players and their lane preferences, but the rules say that if you are first pick, you can play whatever role you want, regardless of what anyone else says. #2, to actually answer your question, technically yes you can. But really... Don't. Its a waste of your time, because tribunal people will just ignore it because they technically did absolutely nothing wrong.

This only pisses me off when the one locking in is 1st/2nd pick and locks in top/mid when someone else called it kindly and they are like "OH TOO BAD IM PICKING BEFORE YOU" then they proceed to feed picking someone like Darius so enemy team picks Teemo...
Yes you can report them for the childish attitude or if they seem good trade with them, whenever im 1st/2nd pick i call support/jungle or adc cuz they are safer roles and i learned to play every role not just my mains efficiently because thats the mindset you should have especcially on ranked

Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

You can report players after a game if you actually get redirected back to the stats screen after it, it's one of the buttons among the buttons where you can add players from the game to your friends list. But unfortunately, I don't think you can report someone for what you've just said. You can try reporting them for lack of communication, but you should specify that they insta-locked mid after you. Even so, there's no proof to the tribunal that they did, unless it was made clear in the chat in-game.

You can report, but nothing will probably happen. And in this case, it won't even count as 'Refusing to communicate', since he called mid and locked, even if he called mid second. He still communicated the fact that he was going mid. It is then up to you whether or not you cooperate, although it's not as though having two mid = automatic lose. Anything works in blind-pick.
Sure you can, but people do that all the time in the game. So tbh, you should just try to get used to it.
