Though the build is decent, the guide itself can improve a lot.
By making those small mistakes in titles and in chapter order, things can drastically change already. Fix your sins, and the guide will already look muuuuuch better.

There is the matter of the 75% AP ratio. Maxing either second is legit, depending on your team. If you require more up-front damage when your team isn't dealing enough, it can be worth it. After all, Singed has plenty of chasing and sticking mechanics anyway. In truth, whilst in-lane, Singed rarely needs to use Mega Adhesive. He either zones the enemy out with his poison, out gets himself zoned by a counter-pick. Hence, on the times when he actually needs to use Fling, it'll deal more damage. The slow is only to catch enemies when you go for a kill, which shouldn't really happen in-lane against a smart opponent. When utility is required though, W max is, of course, preferable.

+45 dmg seems better than +10% slow imo

What? You literally gain nothing from leveling Fling except upfront damage, while maxing Mega Adhesive more than doubles the slow after five ranks.

I understand that you use the catalyst the protector to get Banshee's Veil but Rod of Ages is an absolute must on Singed.

I think they're saying Boots of Swiftness are generally better as they makes it easier to fling enemies, chase, keep them in poison and escape when things go bad. The problem with Mobility Boots is that the moment you take damage, they lose their usefulness over other boots.
However they could be a good option if you plan on roaming a lot.

Thank you for the comment Satella..!!!. you cannot see there the Rod of Ages because I used the Catalyst the Protector to get the Banshee's Veil.

My guide says that the Fling should be max before Mega Adhesive.

And I decided to take Mobility Boots instead of the Boots of Swiftness because the increased movements speed when out of combat.

Fling max is much better than Mega Adhesive, most pick it up very late, as its mana costs are too high and it isn't very good early on.
However, Rod of Ages is an absolute must.
Boots of Swiftness, mercury treads, and Ninja Tabi is much better than B of M.
This isn't an awful start, but look things over, make the font bigger, and try and make the guide more split up, so its easier to read.
