I added the champions that were "associated" in bilgewater since bilgewater didn't actually have 5 champs.

I like how Bioforge Darius came to personally rally the troops!
We could possibly add the associated champions to all of them, which are some you guys have mentioned, but I liked the idea of a smaller champ roster and having to work with what you got. Also the Noxus list is already freaking huge. xD

noxus list has singed in it and if i remember he was just zuan
also why not put nami on the bilgewater one? i know shes not actually from there but she is ocean themed? that way they could have a support and a jungler (nami and naut)
and if youre gonna do that for kat why not have fiddles, rumble, trist, ryze(maybe not cuz limited edition skin), and swain cuz of their pirate skins? it would give them a bigger pool and have more top laners other than gangplank
then again i dont think bilgewater will win anyways ): also lulu could be in bandle city cuz she technically is from there even though it was infinite years ago
