Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

In terms of viability, Renekton is definitely the strongest right now.
Having said that, there is a lot that works and is - in my opinion - fun to play. Personally I'm really loving Zac top right now. Jayce is a strong and fun to play champ you should definitely pick up once you have some experience top lane (not the easiest champ to learn) and Irelia is probably a good champ to learn the role with.
I could name a lot more, but I think I'll leave it at that for starters.
