You don't seem to realize that you can kill wards with Q first easily, you can also take golems more easily. Leona cant engage at level 1, no matter what skill she starts first.

Using E at level 1 is still essentially suicide, especially for level 1 teamfights. Plus, a significant strength of Leona is her ability to zone the enemy out by brush control. Being triple-auto'd with Q is far more threatening than being E'd with no followup after.

E at level 1 doesn't do ****, Q helps removing wards and works well against melee champs.

E is a root, not a stun (doesn't stop spellcasts or autos), and it puts Leona out of position (behind the target). Plus, landing an E has very little level 1 kill potential unless it's 3v2.
