You kind of made the item worse, other than the 20 AP increase. Sure it's cost effective now, I think, but it doesn't help the team.

If you want the stats that that new version gives, just build Spirit of the Spectral Wraith. you lose some AP on it, but it's overall a better buy since it helps clear wraiths/wolves/golems in between waves.

EDIT: For getting SotSW, you lose 30 AP, and the aura that's not cost effective unless there's another champ making use of it.

CDR and Spellvamp are usefull on many type of champs. Every champ needs CDR and Spellvamp procs on any ability, so it increases the power of the whole team.
