You know if you bulid both this items,and boots and rabadon,and guinsoo,then you have only 1 slot left,and your dmg is quite bad without trinity.If you buy it however,you would have no defensive item,which will make your heal useless.So in my opinion it would be either this or Nashor's on Xin,depending on how good you're doing.
EDIT:
If Nashor's is 520 more gold than this,and it grants 10 more AP,20% more AS and 20% CDR,and a passive,which all equals to 117.5g+400g+335g(20% CDR worth of
Fiendish Codex after deleting ap part and its cost),so a Conclusion:
To be as gold effective as nashor,a passive of this item has to be worth atleast 332.5g more than nashor's passive...maybe i should tweak a cost a bit ^^.

I wouldn't build AP Xin like that at all.
I would:
Buy boots
Buy Nashors
Buy Lich bane
Buy Healing Rod
Maybe not even buy rabadons, just buy Zhonya's or something. Guinsoos also doesnt seem like a smart idea ;P

Guinsoos is quite good on
Xin Zhao,well that free spellvamp and lifesteal + a ton of AS + both AD and AP...in my opinion its a perfect item for Xin,but im too lazy to do the calculations for now,but i can assume that it results in more damage output than lichbane.

Rabadon's Deathcap,Nashor's and this would be scaling quite bad and that wouldnt be a good idea to bulid zhonya instead i think,because even though you would gain a bit of armor + passive,you would lose overall healing and damage.

Kass and Fizz aren't AP Carries. They are Assassins.
They blow you up before you do damage. This doesn't help with that at all.

Well,almost all AP carries deal burst damage with a few exceptions,and there are also plenty of AD assasins,so im used to calling the AP ones just "carries".

The purpose of this item would be granting sustain in beetwen early-mid game.You asked why
Kassadin and
Fizz?Its simple,because they both have AP scaling AA's -
Nether Blade and
Seastone Trident.Due to kit,this champs are often AA minions in lane so the sole purpose would be to get them rewarded for it,and since its midgame item,it would be sold at end and replaced with something better.

Methinks you don't know what an APC is. Carries definitially deal sustained damage. Karthus is an APC, as is Anivia (although that is somewhat up for debate). Otherwise, you are either an AP Assasin or an AP Nuker. Nukers are mages like Veigar, Assassins are frequently close range champions with 100 - 0 potential such as Fizz and Kass.

Combine Cost : 440
Total Cost : 2100
+50 Ability Power
+30% Attack Speed
Unique Passive: Heals for 25(+0.25 AP) on every third auto attack.
Combining gains:
10 Ability Power
6% Attack Speed
Passive.
Considering stat costs on basic items(Amplifing Tome&Dagger) its 117.5+200g = 317.5g,meaning that a passive should be worth atleast 122.5g for an item to be cost effective.
Would it be an option for AP carries like Kassadin/Fizz to get some sustain?What do you think?
