If they removed the CDR from those items, no one would play Blue Ezreal any more, so such a thing as 'Blue Ezreal' would cease to exist, therefore there is no point talking of a 'Blue Ezreal' with which to buy those items.
The sole reason the title is Blue Ezreal is indeed because his items are blue. If Ionian Boots of Lucidity was red, chances are it'd still be taken. It just wouldn't be called Blue Ezreal any more.
But CDR isn't the reason it's called blue. It's because of the aesthetics, not the CDR. The core items in Blue Ezreal also include a Muramana, Last Whisper, Guardian Angel and Blade of the Ruined King, which doesn't have CDR, which kinda disproves your implication that Blue Ezreal is called such because of the CDR.
If CDR is commonly associated with blue, then what of Shurelya's Battlesong, The Brutalizer, etc which aren't blue? There are significantly more items associated with CDR which AREN'T blue than there are that ARE blue.
Sorry, but you have no ground on which to argue.

Yes, TPA Bebe suddenly decided that he was going to build all blue items and happened by chance to find a semi-effective build. He then looked at the other blue-palatte items to see what other options he could throw together to make a completed build. In addition, people often throw in a Bloodthirster, which leads to it being called the semi-blue build. So yes, the SOLE reason why it's called a blue build is because the items are, contrary to intuition(!), (surprise, surprise) BLUE!
Not that any of these semantics matter. Your guide is **** anyway. One look at the skill sequence told me everything I need to know.
