Yeah, it's just like getting 
Black Cleaver and Last Whisper on an AD caster. It's a great combination because the lower their MR, the more damage you do both with your spells' base damage, and your spells' ratios combined with your total AP.

well the thing is about black cleaver
if you have max stacks, its reducing enemy armor by 25%, then the 35% penetration by last whisper, then the 10 pen from black cleaver.
so last whisper has some diminished returns, as its only penetrating 35% of 75% of the enemies armor. which is about 26.25% if my math is right.
then again, in total thats a little over 50% plus 10.

if you are going for the penetration build, dont finish lian, stick with haunting.
lian isnt worth the upgrade cost on most champs untill its your last option.
why opt for a weak debuff and a negligible amount of ap when you cd actually get some real stats ;)
