You will need a few people:
1. A scientist/inventor or a research team
2. A herald, someone that is speaking or an advertisement team
3. A hacker or a group of ICT
4. An image, the dictator
5. A general or a very tactical man
6. A big *** army
7. A big *** weapon industry
Step 1. First of all, the dictator and the herald(s) will start spreading the news about you that is taking over the world by having "good" ideas by exterminating the "bad" race.
Step 2. The hackers and the ICT will take over several websites to allow spreading the news some more, for example hacking news sites and make every article about your organisation.
Step 3. The scientists will work together with the weapon industry to create dangerous weapons that will allow to exterminate the "bad" race smoothly.
Step 4. When it is ready, the plan should've been discussed with your general so when the weapons are ready, you can instantly charge.
Step 5. Now you can send your big *** army.
Step 6. Repeat process
Example:
1. Hitler showed an image that was very inspiring to the Germans, they were mostly good ideas. There were alsomore drastic ideas, naming the extermination of jews.
2. Wasnt there yet
3. The weapon industry was full employed and was working really hard, since Hitler offered like pretty much everyone without a job, a job in the weapon industry. Scientists and researches were working on improving the technology at all times
4. There must be a very good plan. Hitler for example, did one of the most amazing tactics in the world, the "Blitz Krieg"
5. And of course, he send his army to Poland and took the whole country over within a week.
6. Then you will find some other race to exterminate, get more advanced weapons, keep new tactics coming and send your armies to it.
Hitler eventually started failing with tactics (invading Russia was an incredibly stupid idea) and that was his demise. If you would do this better than he did, you could have a chance. Have fun :D

actually to me this is very simple. however I would rather not share my extremely efficient/effective method for becoming ruler of the world...don't want anyone getting ideas...but I am sure you could figure it out given my name.
on a side note. nighthawk nailed it really...though not the easiest to do. hitler almost did it but greed got him caught up and he made a bad decision. he was definitely on his way though. and he was a nobody...who used what world war I did to germany to become powerful through elegant speech.
