With her 
Glacial Path, lissandra gets SO much mobility. Also, her Q gives her a really fast wave clear. Both of those traits about lissandra make her an absolutely excellent roamer.
With that in mind, she's probably best mid because of her ability to roam.
Also, she's a really good & safe lane bully, which is really good in mid - which is one of the most aggressive lanes. Oh, and she can set up ganks/tower dives like no other

You'd be wasting her roaming potential in top.
Shes kind of a mix between a burst & a sustained damage mage imo, and you can't really burst anything down without dfg, especially not with a roa rush.
Her Q is a safe enough wave clear if utilized properly and it's a lot easier to utilize her Glacial Path in mid lane as the lane length is shorter. Her range isn't really a problem as you basically just wait for your jungler to come and set up ganks with all your cc and then once you force a recall you roam around :3
Not saying top liss is bad, just not better than mid liss.

She's not a burst mage at all, therefore do not build DFG. Liss is about being disruptive and dps.

Still a good item when you need to get rid of a huge damage threat on the enemy team, I never said I always build it. I wouldn't write it off though, it's a situational item.

She is best kitted out in an Ap
Start off with Cloth Armor and 5 Health pots, then go forth to get a catalyst and the Armguard, then some boots. Conclude with
After that it's AP items fit to taste, just make sure you get yourself an Abyssal Sceptre as well.
Just note that this solely works against AD champs, and will probably fail against most AP based Champions.
