I would digress with the "No Armor Seals GG" statement considering the nature of a Janna lane. You're not a poker, neither you are expected to maintain sustained harass. Hence an overly defensive setup would be overkill.

Janna needs the Mana Reg. as she is supposed to do 2 basic things when laning: Q the enemy ADC when he tries to hit yours or the enemy support tries a heavy engage, shield your ADC when he tries to harass or gets poked.

Of course, hitting some AAs when no retaliation is expected is good, but Janna lanes by themselves aren't expected to put an exagerated presence. She simply doesn't work that way.

The extra AP benefits such strategy as she has great AP scalings. You gain roughly 25% more mitigation from your shield by running this.

10% CDR through masteries is a very tasty setup for a defensive peeler.

However, to be fair, I think Armor Marks would be a better choice. Precisely because you want to play defensive, I see no need in running Hybrid Penetration.
