Like everyone else said you should always be killing your first buff without smite. Here are some situations where you should use smite on the first buff:

  • If you expect the enemy team to invade the buff you are starting at/you see the enemy approaching your buff.
  • You are invading the enemy's buff and you suspect enemies are coming to help defend their buff.

Otherwise you want to save your smite. This allows you to quickly secure your second buff, whether it be on your side of the map or theirs.

On some junglers (e.g. Naut and Rammus) I like to go 0/21/9 and with the cdr on my smite, just insta-smite the first buff for faster clear.

you can not go smiteless for the level 4 rice jungle route which for blue start is blue > wolves > golems > red > wraiths and for red would be red > golems > wraiths > wolves > blue. works well on champions that do well with a second ability level such as fiddle fear and mao root.
