You can't max a skill by level 8. Level 9 is the max level.
For masteries Take a point out of

I appreciate your feedback. The only reason I used the color coding is that I didn't want it to be a big boring wall of white text is all. Also what kind of content would you suggest?
i get that you didn't want a wall of white text...but the colors make it worse than white. you just need basic coding....check out jhoijhoi's guide to writing a guide.
as for content/code. this guide is a good example of excellent content with basic but effective coding and formatting:

masteries are better SCALING mr as the bot lane is mostly ad
items suck **** as for lucian....

First of all i don't mind criticism but you don't have to be so rude first guide sorry if it wasn't to your standards. Second this build is an ad off tank build for Lucian and the items don't suck **** for the build also the masterires are not wrong once again they pertain to this build in particular so obviously you did not read the build thorughly.
