That Q is overpowered - think about it, you can silence anyone during a channeled ult from anywhere on the map. That means Twisted Fate, Nunu, Galio, Katarina, etc. And it isn't even your own ultimate. I'd definitely make the range much smaller. Consider that even Cho'Gath's silence is in a cone and not in an area around him.
His W seems imbalanced just because it would be better against certain champions than other ones. It's not a bad skill, but compare its usefulness against Karthus or Urgot compared to someone like Singed.
For E, a 3 second stun is just OP, especially for a basic skill. Definitely have it scale with ranking, maybe 0.4/0.8/1.2/1.6/2.0 or something else.
An immune to damage ult for that long also seems OP.
Also, are his tracks permanent or do they go away with time?

Passive: Everywhere Tony Sherrif moves on the map tracks are left behind (will be used later).
Q - Blissful Honk: Tony Sherrif honks his horn, silencing every enemy champion on the map for 1 second.
W - Lunchbreak Skills: Tony Sherrif takes a bite out the targeted enemy champion, rendering them unable to use their Q ability for 5 seconds.
E - Sacrifice: Tony Sherrif covers the targeted enemy champion in train tracks, running over the top of them which stuns them for 3 seconds and does x/x/x/x/x damage.
R - Train Form: Tony Sherrif takes on the form of a train, while in this form he is able to move at a largely increased rate over all the tracks he has made from his passive - he also is immune to all damage during this time.
