J4 isnt as ridiculous as he seems. He's an incredibly slow jungler and a pretty ****ty duelist (By himself, early on). He just camps lanes like a boss, but if he ****s up ganks it puts him REALLY behind due to his farming speed.
And plus let's not forget he is not longer Aura Bot Swag J4, that was when he was truly silly. I do so miss his flag aura...

I agree with what Asian said, the only thing I really feel comfortable picking vs Jarvan is Ezreal and even then my flash is probably gone if the gank is good. ADCs without escapes are generally just completely screwed if he decides to camp bot.

Jarvan IV was when i didn't bring
Flash while playing
Teemo and letting him ult my sololaners together making me
Glacial Prison him, therefore getting a free
Bullet Time to the face.

Philo stone was nerfed and HoG was removed. That pretty much killed a lot of the supporty tank junglers that were around in S2.

He was still pretty popular for a bit. It's probably because he doesn't really do "enough" after a certain point, when other tanks like

Pheyniex, you're implying that a good Jarvan would use his ult to close the gap, when that's what his EQ is for.
He EQ's, W's and you're already taking a whole bunch of damage. If you don't blow your built in escape you're dead. THEN he ults and burns your Flash as well.
Best case scenario for him is that he doesn't even NEED EQ as a gap closer, and gets you even after you Flash.
