I'm not sure if you understand what the ">" symbol means. But let me explain it to you, as you've asked a genuine question and seem confused. You may or may not be aware, but with the majority of League of Legends champions, you can only unlock their ulitmates at levels 6, 11 and 16. Therefore, a clause of "R>Q>W>E" means "skill R when possible, followed by Q when possible, followed by W when possible, followed by E when possible". Lastly, on the majority of LoL champions, you cannot skill a single ability more than 5 times. I hope this helps :)
