Which is better to rush on a tank?
Sunfire does a ridiculous amount of damage over time, especially if you complete it early. If you otherwise lack the ability to one-shot minion waves, it makes your waveclear 50x better.
(It's also cheaper to complete than Randuin's.)

I can't vote like this. They serve different purposes. If you watch pro games, most top laners get both, but ALWAYS get 
Sunfire Aegis first. It is a much better item early-mid game but the damage falls off quite a bit late game, where Randuin's Omen shines when that high AS/AD carry gets toned down and you can also slow everybody in a teamfight.
Also, for splitpushing Sunfire Aegis is way better.
There are other cases, like Dr. Mundo, that use Sunfire Aegis to the fullest with magic pen and his W.
