What I really need to know is whether AP or MP affect his turrets.

Magic pen does not affect his turrets damage, far as I know.

the basic attack of his turret will not proc any of heimers on hit effects or spell effects.

the laser beam will proc any spell effects. (mpen, liandry's, rylais' etc)
