Spellvamp has been nerfed to the ground. I'm pretty sure the only people who build it are Vladimir and the occasional Fiddlesticks.

Meanwhile, lifesteal is considered core for every carry in existence, and tends to be preferred by ranged carries, since they have an easier time kiting while healing up.

As far as I know, there are three ways of dealing with lifesteal. Executioner's Calling, Morellonomicon, and Ignite...the first of which requires that you get in range to attack the target and gives mediocre late-game stats, the second of which requires that your target be below 50% health by the time you get to them (here, let me just farm some minions after that exchange), and the third of which has a ridiculously long cooldown.

Now, while melee carries can, and often will choose to, abuse it, it tends to be more of an issue on ranged carries since they can heal and deal damage without getting damaged in return due to the fact that they don't need to be in their enemies' faces.

It may or may not be worth mentioning, but most mages also rely on ranged skills that may or may not include crowd-control effects.
