Requesting an Artist For Guides

They don't really look too great right now, and although I don't believe in overloading the reader's eyes with images and bright colors, I would like to make the guides look a bit better. As such, I am looking for an artist who is willing to make separators and banners for me to use in my guides. I want someone who is willing to make champion-themed separators and a banner for every guide I make. Am I allowed to offer money? I don't know if I am, sorry. If I am allowed, I'll pay 20 dollars for the artwork for each guide. (Sorry its not more, but I'm kind of a broke college student). It'd also be nice to get free service ;) If I'm not allowed to offer money, then please tell me so I can take that part down before I get banned or something.
