Hogopogo-It all depends on the champion in question,but generally it's never good idea to just afk farm jungle unless your lanes are winning.

farming is better but you can still play ganking junglers, you just wont get more gold as someone thats afk farming unless all your ganks end in a kill

Starting on the buff on bottom side was S3,
in Preseason you can actually Start like this:
Blue (Smite), Wight, Wolves (Smite), Wraiths, Red (Smite) => Level 4
The level 3 route was better due to the cover and the help, but since you are smiting the first buff again it is not that much neccessary anymore, also the exp changed, so hitting level 4 and ganking is more benifitial than going for a level 3 route

why would you ever start red in the new jungle? you're going to clear another camp + another buff after that so you're losing a lot of time on the buff you need for ganking

Because if you start blue on blue side your top will be really late to lane if he tries to give you a decent leash. Always start where your bot lane is and just farm, farm, farm unless you're playing Eve. Rush a gold item as fast as possible so you can start generating income and scale into late game.
