Secondly, you are right about the early attack speed. I do sometimes struggle early-game because of the attack speed first.

Honestly, I find this to be the best item for Jinx to get her Attack Speed above 2.00. If you do not like Runaan's Hurricane, this can be switched for a Statikk Shiv or a Phantom Dancer instead; Statikk Shiv will give you the AOE/multiple targets that you get with Runaan's, whereas Phantom Dancer gives you a higher Attack Speed than Statikk Shiv, and allows you a greater chase ability, where you are able to simply walk through minions instead of being slowed by them.
