There's a lot of good AP champs, but if you are new at the game 
Annie or Ryze are a good choices, they aren't expensive and hard to play, but if you have a lot of ip, maybe Diana, Gragas or Mordekaiser

And I do not know wether or not you're asking for a fighter or caster.
Mordekaiser *could* apply here, but I reccomend looking through the champs listed as "Mage" in the low-IP areas if you're looking for a caster.
