Give it like 10-15 minutes past the start time, and if it's not happening, can either do normal games, or let everyone go back to their own business. It's not a problem if the games don't happen, don't hurt yourself over it.

The turnout recently has been close to none, which is actually pretty disappointing because these games were actually pretty fun and lively.

Sorry for the bad turnout lately, I've been too busy to help out as well.
What I could do is post on the MF Facebook asking if anyone wants to join like, 5 min before it starts. It will be harder to anticipate who will show up then though.
