I think, correct me if I'm wrong, that they have already implemented the randomization of champion select in Solo Queue? So that people wouldn't instantly know that everyone above them has the highest MMR, or the like.
It may not have been implemented yet, or there may still be special rules for Duo Queuing, I have no clue, but it could just have been random that you were firstpick and he last.

It didn't work (people were still ordered by MMR) and they edited the whole section regarding it out of the patch notes.
